Our specialists jointly with the Upper Volga
Basin Department, Gorki Reservoir Management and Operating Office,
environmental organizations of the Kostroma and Yaroslavl oblasts
have developed some legal documents and acts regulating water
relations and providing efficient water use:

organizations in the sphere of the water bodies restoration
and conservation
- Draft basin agreement for the Gorki
Reservoir
- Draft basin agreement for the Rybinsk Reservoir
- Rules of the Gorki Reservoir operating
- Assignment for the Nizhni Novgorod hydro power electric station
to provide level behavior of the Gorki Reservoir
- Draft law of the Yaroslavl oblast on water bodies charges
- Draft law of the Yaroslavl oblast on purpose budget fund on
water bodies restoration and conservation
- Provisions "On procedure on funds expenditure targeted
to funding of measures for water bodies restoration and conservation
in the Yaroslavl oblast"

the water bodies charges"

On demand of the Yaroslavl oblast administration our specialists
have developed the Program Water bodies restoration and conservation
in the Yaroslavl oblast up to 2010.
Our specialists have effected the environmental impact assessment
for the following projects:
In the framework of the activities targeted to small and medium
rivers basins restoration our specialists jointly with Inland
Waters Biology Institute, International Academy of Ecology and
Life Protection Sciences, Centre for Preparation and Implementation
of International projects on technical assistance and some non-governmental
organizations have made an integrated survey of some rivers' eco-systems:
- The Koloksha river (Yaroslavl oblast),
- The Kotorosl river
and its tributary the Ustie river (Yaroslavl oblast),
- The Zhelvata
river (Kostroma and Ivanovo oblasts).
The following programs have been developed and are being implemented
based on these surveys:
- Conservation and development of the natural and cultural heritage
of the Koloksha river basin in the territory of the Rybinsk
municipal district
- The Ustie river basin restoration and maintenance
- The Zhelvata river mouth ecosystem restoration
The following editions have been prepared:
- The river Koloksha Atlas
- The river Ustie Atlas
Water supply and sewerage
In the framework of the RF Environmental management
project implementation our specialist jointly with administrations,
environmental agencies, water works, scientific organizations,
Upper Volga Branch CPPI have participated in development and implementation
of the following programs:
- Supply of the Kostroma oblast population with drinking water
- Supply of the Yaroslavl oblast population with drinking water
- Development of the drinking water supply system in the town
of Sharia
- Development of the drinking water supply system in the town
of Nekrasovskoye
- Development of the drinking water supply system in the village
of Samet
- Improvement of the waste water treatment facilities and supply
of the population with drinking water in the town of Sheksna
On the basis of the works implemented and experience obtained
the methodical recommendations have been made up:
- Development of the integrated programs of the municipal water
supply systems long-term development
- Assessment of the operating costs and tariffs for water supply
and sewerage services
- Detection and reduction of the uncounted for water in the
municipal water supply systems
- Auditing of the water supply and sewerage facilities

systems
Our specialists have developed different informational
systems and participated in development of similar informational

Environmental informational
system "EKO" (in the
framework of the Russian Federation Environmental management Project")
Function: water resources management
Tasks: water bodies and pollution sources data base generation,
selection of information by queries, water bodies quality analysis
and assessment, display of results in the form of reports and
charts.
The program has been installed and is functioning successfully
in the following organizations:
- Natural Resources Committee of the Yaroslavl oblast
- Hydrometeorological observatory, city of Rybinsk
- Centre of the state sanitary and epidemiological inspection
of the city of Yaroslavl
- Administration of the Kostroma oblast

of the Yaroslavl city administration)
Function: housing and public utilities management
Tasks: data collection and processing, queries, lists,
statements formation; summaries, protection and authorized access.
The program is installed in the Department of municipal services
of the Yaroslavl city administration.
The principles of the program operation are set forth in the
User's Manual.

The program has been developed on the demand of the PayData,
Inc. company.

Function: visualization of information concerning municipal
services objects of the city of Yaroslavl in relation with other
applicable programs of the municipal management.
Tasks: collection and analysis of the information on municipal
services, forecasting of negative tendencies in the work, modeling
of the processes of the municipal management development, graphic
display of the districts by density of population, migration,
birth rates, emergencies, violence of the thermal balance and
so on; obtaining of spatial and time sections and analytical review
by samplings.
Accomplishment of the program
"Initial population accounting" (on demand of
the Yaroslavl city administration)
The program has been developed by the firm "Municipal computer
systems" (St.-Petersburg). Our specialist provide support
and updating in the framework of the contract.
